ESC status player on loan

I would appreciate some help with ESC players in FM24...

I am trying to unload a player using up one of my 2 ESC slots in the championship. Unfortunately, I can only get a loan offer for him. Would he still count towards my ESC
limit while playing for a club in his home nation?
