Youth Academy Blocked

Hello everybody!
I have a problem building with my youth academy.

Is it normal to stop al "planning" state?
The game date is 3.07.2011 already

Do you have any ideea about this?

The youth academy and youth facilities get upgraded at the same time even if one has already finished planning, you may also have to wait until the end of the season now since the planning for youth facilities doesn't finish until September.
