I started a game as Juventus. Most players in other countries are willing to join my team, with the main exception of most Premier league players and anyone on Barca/Real Madrid. But for some reason whenever I scout an Italian player in Serie A it says he is not interested...for all of them. I thought Juventus had somewhat of a reputation as THE "Italian" club, I mean they start with like 4-6 players either on the national team or formerly on it. It's not just when I scout rival teams either, it's literally every single Italian player, the only exception I have found so far is the striker Macheda on Man U....
I know i'm not going to be very helpful but i can tell one thing:
Don't always take what your scouts say for granted. In my save for olympiakos, relatively low rep club, most foreign players wouldn't easily join except for young ones... Out of the blue I signed Dzeko for free at the end of his contract and my scout had said he wouldn't.
In contrast, i expected that every greek player especially regens would be easy targets, so did my scouts. Still some of them, usually the best ones, have proved very loyal for their clubs and don't even negotiate a contract when still unprotected.
