How long would it take (how many seasons) for the board to let you choose a feeder club yourself?

I think it should take around 3 seasons when you win trophies each year but in some cases it can take longer.
how do you actually go about signing a club of your choice when the boards says you can.
some help would be awsome as i've just heard that you can sign a club of your choice

I have this for my walsall season, and i never have any choices i try to pick and it doesnt let me :S After 3 seasons!
