Work Permit and Contract

Okay here's what I do. I loan my players who need work permit to Dinamo (because Croatia only requires 2 years accumulative stay to be a national). At the end of the season, they come back and I send them back to Dinamo for one more year. But before I send them back to Croatia, I renew their contract and some of them qualify for a work permit so I let them stay. The problem is some of them don't qualify but can still be loaned to other clubs. So I wasted money just to try if a work permit will be granted.

Now my question is, how will I know if a player will be given a work permit? In knowing this, I can stop wasting money renewing players' contracts just to test if they will be able to get a work permit.
where do you play? And I don't think croatia is an EU nation. you need work permit for croatian players.

You player should have played some percentage(i'm not sure how much) of all international matches in the last 24 months for his eligible country.
