Failed to load SteamUI localization file

I cant get football manager 2012 to load; when i try to load the game it keeps saying 'Failed to load SteamUI localization file'.

I've tried to reinstall Steam and it's not working.

Any help would be appreciated.

The same thing happened to me you have to reinstall steam but go into, my computer then to local disk (C:) then program files then to steam inside steam you will find steam apps folder take this out and put it on your desktop for later. then make sure that your steam isnt opened but glitched so its not shown do this by ctrl+ alt+deleting then go to processes and make sure steam isnt listed if it is end the process. Then of course downloading steam again then reinstall it then once its updated and working go inside the folder again and put the steamapps folder inside the steam folder make sure you dont put it in any of the folder inside the steam folder by mistake. once you do this go back on steam and all your games should be there they will all say updating like the dling but once you resume updating they become playable if you have any questions feel free to msg me.
