Just got him at PSG and had him in many saves in FM11.. He is an absolute beast! As JudeNeilHickey has said, probably one of, if not THE best DM in the game. Got him for £22m after the first season but if you are in the first, he should be cheaper.
He's really good, always try to pick him up, you gotta be careful because he loves Rennes and it might leave a big hole in your pocket. Another player similar to him and just as good is Moussa Sissoko from Toulouse.
Sissoko was one of the best n°7 in Fm11 but in FM12, he's became an average player unfortunately.
M'Vila is very expensive (around 25M£ but he doesn't ask a big wage), unless Rennes have bad results and take him to the transfert list (then, you could have him for 12M£ or less) so wait for it during 1 season, 1 season and half.
If you find it too expensive, Fellaini from Everton is a very similar player (in lots of my savegame, he's in Golden Ball List each year!). Biggest wage but cheaper to buy

Had him on FM11 for Arsenal. I can't remember how much I paid for him but it was in excess of 10-15 million. What I can say though is that he was worth every penny.
