Spanish B2 or U19

I am currently managing athletic club and have a few youngsters that rant good enough for the starting team and are in the U19, however one of my scouts said that one of them isn't developing because i lack of football, therefore my question is, as putting them in first team isn't an option, keep them in the U19 or loan the out to a spanish B@ division club? which level is best

I would send them on loan but some things I do when loaning players are
- Make sure the team your loaning to has fixtures planned. I try to activate leagues that my useful affiliates are in so I can make sure my players get game time.
- Make sure your player will be one of the better players in the team so they get picked consistently.
- Its an assumption without using other tools but try to send your player to a team with good training setups. So he gets some training benifits. Otherwise make them short loan stints of 3 months or so, then bring him back to your training with the benifits of first team football.

Its pretty pointless sending players on loan if they wont improve.

Alternatively I would sell him with a good buy back price and hope he improves to a point where I would want him back.
