usually just having a scout with knowledge of a region helps u find more players from that region and you can just send your better scouts to check ont he players.

I've also noticed that there are a lot of good Brazilian scouts with Judging Player Ability/Potential both at 20 who will sign for a fraction that a European scout with the same stats would.
