Can't move Evandro to any affiliate!!

I'm currently at Man utd, on 28/01/2015, I've just bought Evandro, a 19 hot prospect from Blooming for 900k, but he didn't get the work permit (have a red 'Wp' icon next to his name) and I intend to loan him to my affiliate but when I click on the club name as usual to loan him out, NOTHING HAPPENED. When I tried to loan others recent-in players, it worked at normal!

Can anyone tell me how to fix this??
