Work Permits

can anyone help me bought a player who wasnt granted a work permit playing with man Utd using antwerp for a team to enable work permits after 3 yrs. when looking at his details it says he needs to be there continuosley for 3 year but can only loan him ot for a year. how can i get him a work permit ive tried offering new contracts that have been accepted and confirmed but still no work permit?

i think you have to wait until they have played a certin amount of nationinal games or something like that i think
