Board decides to expand stadium on expense of upgrading facilities

I've started a season with west ham, and at the beginning i told the board to upgrade the youth and training facilities, they agreed (after i said it would help somehow, don't remember what exactly). on May, after the league was done, and i was in a good financial position (won the npower championship), the board decides to expand the stadium and abolishes the upgrades that were agreed upon in the beginning of the season due to lack of funds. i want the upgrades done more than the stadium expansion. why does this happen? i've started other season where i ask for the stadium expansion too in the beginning of the season along with the other upgrades, and still in may it says the same thing. the board said the stadium expansion will cost 4 million euros in the beginning of the season for 3000 seats, and in may it said it will cost 22M euros for 16000 seats, and then due to lack of funds the upgrades for the youth and training facilities were abolished.

also a while back i started a season with west ham, had only training facilities upgrade in the season, and it went fine
