Player won't join on loan

I'm managing Valencia and I want Javer Hernandez on loan in the first season. My database is tweaked, so he is available for loan (instead of Welbeck, who it usually is). On the 'search players' screen he is listed as a realistic transfer by my assistent. On his information screen it says he 'is hoping to gain first team experience from going out on loan'. In the report by my scout, it says that he 'would prefer to continue his development at his current club' but nothing about maybe wanting to join my club on loan, which I've seen with others. It seems to me that this would be a perfect match (playing in a different league, perhaps the best/second best after the Prem, in a country where he speaks the language, and in a club of Valencia's size that is on top of all theat playing CL). Still, after Man Utd accepts my loan offer he declines, 'JH has no intention of joining Valencia on loan'. Can someone maybe give me a hint about what is going on here? Would be greatly apreciated.

This is obviously a lost cause but nonetheless I feel I need to know.

EDIT: I tried to manage Atletico Madrid and Hernandez was happy to join. Pretty importnat to mention for this post to make any sense.

So I checked the editor. Valencia and Atletico have the same reputation. Hernandez has no preferences towards either club or staff in either club. Man Utd has no preferences towards either club, and both clubs have the same amount of rivalry towards Real Madrid, whom Man Utd also have listed as rivals (would be extreme for this to be decisive I guess). Lastly, both cities have the same 'attraction'. Some of these things may have other names in an english language editor, but I'd hope you get the idea.
