do you mean if refs not 100% on this game? no they are not, the refs are rated like players etc. they will hit and miss like in real life. otherwise this game would be boring.
Oh how many games I lost due to the refs, and they almost made me Loose CL final vs Milan. 92 min goal from Milan after we "fouled" in the penalty area, we still won though, but on the game revision, they did make a mistake.
Not a bad idea this for a 'different' segment for the website, open up a 'controversial goals' Forum tab to let people post there dubious goals and to get the forums opinion!...
Oh and yes I think the ref got that wrong! Although it does make the game a lot more realistic (and therefore better) that they make mistakes every now and again
Could be a dive... I'm surprised the opposition players passed the ball twice without going offside before scoring...
