That's apart of the the league rules in real life, don't think you can change that well as far as I am aware
Pretty sure Western Sydney Wanderers just bought players from Newcastle Jets, and other A-League clubs?
Could be just a glitch in the game.

It's a real life rule. The reason these players signed is because the club said they were interested and the player asked for a mutual termination. But their circumstance is exceptional coz their a new club. To edit it in editor you would need a new set of rules. A-League players usually move between clubs on free transfers. THis is why you will notice no transfer fees
