diffreing wagerestrictions for diffrent players

basicly I just want to know weather it's a bug or something I've just not noticed before. I just started a new game with Werder and am in desprate need of some new signings. Only problem is in about half the cases where I've had transferoffers go through I've only been able to offer €1,2k/w regardless of squad status, whilst in the other halves I cant offer over €30k/w, any explanations ?

I think the board sets them depending on how much they think of the player. Next time you want to buy a player you can ask the board's permission and if they agree they will bid for the player and agree to his contract
