If you have a decent "large" club, your yearly intake of youth players is going to be fairly substantial and usually include a few, but not a lot, with decent potential, and if you're like me, you'll then supplement that with a few signings of youth players elsewhere that catch the eye of your scouts to make sure you've got enough (potential) quality across the board.
Take the 2-3 years most players spend in your youth side (depending on whether your nation uses U18 or U19 as the system), and you've got a great chance to end up with too many players in this squad. 25-30 players or more is not unusual for me. I actually want the players with potential to be playing matches to help with their development, and the coaches tend to rotate a fair bit, so often they're trotting out someone whom the organization rates as a 1/2-star potential, never going to make it.
