Rubbish West Ham transfer budget

I have been managing West ham for 6 seasons now and i have just managed to get them a champions league place by finishing 2ND! Only problem is at the start of the new season the highest transfer budget i could have is only 950K!
Is this a fault with the game or just the fact the clubs finances are always up & down? I was also thinking it could be due to asshole chairmen Gold & Sullivan?
