I'm looking for a team,not very rich,to have a transfer budget between 2-6 millions and to be in a continental competition,no matter what round.I don't want to start with barca,real or antoher's teams like this,i want a small team.

Maybe Wisla Krakow. I am not sure about their finances, but they are playing in Champions League and are quite small team compering to Barca and other teams like that.
Right... if you want to start out directly in some level of european comp. you'll need to figure out who the entrants for the year in question are, and there's a ton of them, and then pick one that's either a champion from the lower coefficient nations that have few entrants, and they're sure to have small budgets - probably already smaller than you want - or second-tier competitors from the bigger ones, Portugal not being a bad choice to look in. I think there's probably only 20-30 clubs that have transfer budgets at the start of a game in your range anyway, if you're set on that range.
