Just got promoted to the Championship. Have a transfer budget of £9 million, but every player I try to sign says I can't meet his demands, no matter how much I offer in wages. How can I overcome this?

Find players that don't require as much in salary.
I've tried that. I offered £20k a week to a player earning £500 and still got turned down
hmm... maybe he doesn't want to join the club? Or is it that he requires more money than you are allowed to offer? If so, it's his demands that are too high for your club and u must aim a little lower.
I don't think it's because a player doesn't want to come to my club. Instead of stating what wages he wants, players I'm trying to sign all say that I can't meet their terms, without ever saying what those terms are. As a result my team is getting older and I just can't buy any replacements
Then you simply don't have the funds to get the players, when they don't even want to go into contract talks you are kinda way off what they are looking for in their terms for contract. keep looking and im sure you will fin some players that are willing to sign for you.
When a player dowsn't want to go at you're club,he will ask for a very high salary,and when you can't afford you need to step over,understand?And is very important what club do you manage.A player from (ex)La Liga will refuse an offer from a club who is in championship,because La Liga is a better league.
Try to sign players from Slovenia,Serbia,Romania,Bulgaria,and from second leagues of Spain,France...etc
