Loan - why won't it work!

In one save I am Shenhua and I want to loan a couple of players from other countries, why isn't the loan option there when I go to make an offer?

I'm allowed up to 6 foreign players and I have 4 or 5. Michael Owen is one I want to loan but I just can't seem to get that to work.

Is there a stipulation where you can't loan unless you are in a transfer window? As that is the same with a few other leagues.. maybe?
