Seperate Scout for Next opposition?

Should the scout who covers "Next Opposition" have a high level of tactical knowledge? I've had a scout with a 3 in tactical knowledge feeding me advice for the better part of a year.

It does help but tbh, i dont use the scout report. I usually attend the opposition's last game if I can so that I can see how they play and who is their danger man.
