Is there any way to "unlock" unplayable leagues that exist in FM13?

I've noticed that even though FM13 has players and teams for leagues that are below the MLS in the United States, for example, it won't let me manage a team underneath MLS-level. Is there anyway I can change this? I'd like to start as an American lower league team (the Nashville Metros) for a future story.
