As mentioned above, I recommend Pantaleo Corvino. Although he retires fairly soon into the game

There are known bugs with the Director of Football role which are being looked into for the next patch (unknown release date), personally id wait for the patch as this will make any Director of Football work as intended and therefore do what you actually pay them for.
