No transfer window FMC

So after selling a player for some high-ish fee. I unlocked the No transfer window on FMC which is actually quite neat.

But in abolishing the transfer window, the game thinks it is in one whole big transfer window. So as I was the manger of Inter Milan, being in Seria A you are only allowed 2 non EU transfers.

After 2 seasons I'm still unable to buy any non EU players. What the hell? Has anyone else had this?

In the end on my 3rd season I decided to go to La Liga, because I was frustrated all the other clubs were buying the future non-EU stars and wonderkids.

Is there a fix?

It does sound like a bug, Report it to Sports Interactive on the official bug reporting website http://community.sigames.com/forumdisplay.php/291-Football-Manager-2013-Bugs-Forum?s=e9e09459f3c24ea03485de69873d0a77 they get back to you pretty quickly on whether its a bug or not.

Report it quickly and they may be able to fix it in time for the next patch.
