Stadium capacity issues

Pardon this topic, after doing a huge search of the web, I cannot seem to find anything on here or anywhere else (that or I am getting old).

I am in my fourth season as Yeovil, finally got a stadium upgrade (9400 to 11450), it got finished at the end of September, all good so far. I was looking forward to making a few extra pennies when I discover that my match day 'always a sell out' capacity is 6400 (the number of seats I have). I cannot get more than this, even with a league cup tie against Man City.

I was wondering if this was an issue that anyone else was having, as my information screen tells me that capacity is 11450 and I cant upgrade it further.

For the BPL and big cup competitions, there are regulations that you may only sell tickets for seats. This is due to what happened in the Hillsborough disaster, and it is to avoid a similar situation in the future.
