u cand find it in the directory of the installed game in the "tools" folder.what is it and how do you use it??

Pretty sure its so you can make databases mate. Its like winrar or winzip but for the games purpose if you get what i mean. Say you had a project (totally guessing here cuz lol) like you wanted to introduce a whole new league with players, club logos etc etc you would use this progy to put together so game can read.

probably...even the name sounds like what u just said.
