Is there an advanced editor? (FM2013)

Hello everyone I would like to change if possible the maximum number of a team in the premier league, the limit is 25 and I would like to change it to 30, is it possible?

not possible without editing the editor and editing FM13 I would've thought

but i have find a no squad rules in SI forum, and work correct..how could create that file?
