HoYD won't buy any youth players?

I am Liverpool in my second season and have hired Fermo Favini as my HoYD. He has given the task to bring in young faces to my squad, but he has not even made single bid on any player. Do anybody know what can be the problem? I have a DoF as well.

I can only think of a couple of reasons for this:
1. He is happy with the quality of the squad and can't see a way to improve it (unlikely)
2. Your scouts haven't identified anyone worth signing (more likely)

I'd have a look at your scouting assignments, get them out there scouting for new talent and see if that helps. Also bear in mind that it takes time, he isn't likely to sign players immediately. It may also be a budget problem, if you've maxed out your wages and sapped extra from the transfer budget then he may not be able to sign new youngsters (again this is unlikely due to the cheap wages/price of true youth players).

I'd look to your scouts, if they aren't supporting him then he can't sign anyone.

I have asked myself the questions, but none of the problems seems to be existing. I have decent quality on my u18, I have plenty of spendning power, i have a total of 18 scouts and my chief scout (Cesare Maldini) assigning them to jobs. I have tried google a lot to solve this problem, but it seems i am the only one around having this problem.

Can it have something to do with who is in charge of signing players for the club maybe?

If you have set your HYOD to find and sign new youth players then you should be fine, how long ago did you sign him for the job and what is his language/adaptability capabilities (i know he is good but haven't looked him up yet lol).
If he doesn't speak the same languages as your scouts/players and has less than impressive adaptability then it may just be that he'll have to take time to settle in at the club.

Like i say, unless he has been in the job for a number of months i wouldn't be expecting instant changes.

He has been on contract for 6 months now, he has adaptability rated as 6, so maybe i just have to be patient... Will he sign players outside the window or only when the window is open?

The Head of Youth will only be signing players within the transfer window - technically, he's like the manager of your Under-18s.
