I have a save where I'm playing as Lincoln in Blue Square Bet Premier league and every time it rains in a match I have to cring, cuz I know it's a draw at best, but usually a loss. The biggest reason is their passing attempts are shot to hell in the rain. Any way to combat that? I've been adjusting sliders and shouts to no avail...

Play in a 4-3-3 formation as I lack quality wingers.
Well the rain means the ball will get stuck in puddles, so maybe more direct passing is the answer?
Pass to feet certainly helps focus passing but bear in mind that the condition of your pitch will have a more pronounced effect in the rain as poor condition will mean more puddles and since you are lower league your drainage will be poor too... can't really do anything about that until undersoil heating later on though.

Best thing I find is to play a slower tempo pass to feet game, work the ball up the pitch and see how it goes from there lol... good luck
