BPL: Arsenal/Spurs (not mega rich but not a manchester club at least)
Ligue 1: PSG (not a lot of choice for Rich clubs there)
Serie A: Napoli, Udinese, Fiorentina (again not a lot of choice really)

NOTE:Based on starting transfer budget, not necessarily clubs overall wealth

Benfica or Porto in Portugal, both good sides, not used too often. Benfica have the famed Eagles academy for youth development and Porto have a lovely starting budget, yum yum.

Manchester City. Chelsea. Arsenal probably, and United probably.

That depends in Belgium Anderlecht is prety rich and has a strong squad and accomodation

That is simpel
Anderlecht / Genk both have good squad and youth system Anderlecht has better wingers and target man

But if you want a real challenge i would go for OH Leuven or Zulte Waregem to ambitious teams(irl at least)and make them the top in Belgium and europe (that is already a huge challenge)
Or if you want an even bigger challenge go for a 3th division team like Diegem Sport (the have been lingering in the 3th division for a good decade now) or newly promoted teams like KFC Izegem, K. Berchem Sport 2004 R. Cappellen FC RU Wallonne Ciney
