How do i get the board to buy a player

Hallo
I hope you can help me, i just startet a save with Manchester United and i wanted to buy a new play. The problem is that i want to buy some one for the cost of 200mio DKK, but my budget is only 144mio DKK and i don't wanna adjust the budget.
But i have seen that you can ask your board to buy they player for you, but i don't know have you do that, so i am asking if any of you know how i do that and can tell me have so i can get on with my game

Firstly u can make a bid using 48 months installments, which won't use up the cash upfront and your bid will be accepted, this option is available in add clauses --> monthly installments

Secondly, since you are in Manchester United, the board option will come only for a superstar player, higher reputation and ability and not for some young starlet, like if you go for Bale / Ronaldo etc only then you will have an option to request ...

If you can tell the player who you want to buy, perhaps it would clarify things.

So it's not with every player you can ask the board to buy a player?
I read that a person got the board to get Rossi for him. I have never used that option in fm so i did not know how it works
