I think it needs a little update... post-beta and after the newest patch, a lot of teams have a different transfer- and wage budget than your list says

The Russian league would be awesome... I'd like to see if there's still some rich clubs around.

is it possible to put starting transfer budget from League One, League Two and the other Lower division from the other countries(Portugal, Spain, Italy, France, Germany)?
