Yes, the CA/PA file is a new file beside the others. If you don't want this file, simply don't choose it when you start a new game.
How to install this data update to FM 2019
- Extract the downloaded .zip file.
 - Move the extracted .fmf updates you want to the following location:
Documents / Sports Interactive / Football Manager 2019 / editor data
Create the "editor data" folder if it doesn't exist. - Make a new "Career" game. Choose the "19.3.0 Update" database option and select my files.
 
In case you have more editor data files:
When setting up a new game, do not have any other data update files ticked on your Editor Data Files screen except this one.
Choose only my files if you are not sure about the changes in every file. Many files together from different creators can cause crashes to the game, duplicates and other problems. Avoid using files from different creators.

I get your point of view with budgets but... in my opinion they ain't that real. Specially in smaller leagues outside TOP 10 rank.
Look here you have two links for stadium design changes/some seats redevelopments and for stadiums under construction. Maybe you will find it useful for next update, it won't be hard to implement it and I think that many people will appreciate your work even more than they do now

Celta Vigo is refreshing outside and some inside elements of stadium, Crystal Palace is doing the same. There are also situations like LKS Lodz stadium in Poland. It's marked as "builded" with 5700 seats but in "real life" it's ongoing work and in 1,5 max 2 years it will be 20 000 seater with great facilities near it.

Also about Atalanta, since the article is from 2017, why isn't it already included in the game?
You can get answers with what is going on with Inter Miami, by going on holiday until 2020.
ps: is Inter Miami (Beckhams club) already in game or it will be automaticly added after 1-2 seasons of MLS gameplay?

Also if you are doin next update please up Lech Poznan and Legia Warszawa transfer budgets. Both clubs doin many squad changes in last years and they are spending like 3-4 mln euros in each transfer window. In comparison to other clubs in Poland they are both very rich and safe. Owners applying even more cash when clubs underperforms.
Maybe my previous save was corrupted for some other mysterious reason, but apart from your files, I was playing vanilla on 19.1 database.
Anyway, I hope I don't have any similar issues in the future, and that no one else encounters this problem. I was lucky it was during the first season. Thank you for your help
Unfortunately, I encountered the dreaded Europa league group stage draw not happening bug and this was the only add-on installed. Is it possible that this is the problem? Anyone else encountered it?
