Each Updates are realized with the real rules (as soon as possible) of the leagues and to the reals calendars (rules of number, registration of team, prim for classification, TV right ...).

Extract the contents of the .zip archive.Move the .fmf files to:
documents/sports interactive/football manager 2023/editor data
Create the last folder if it doesn't exist.
Open FM23 and start a new career save. In the top right of the screen, under "Database", make sure each one of the database is selected.

Maybe someone commented this before but when I setup a new database with Hong Kong 4 tiers loaded, the league instead starting mid 2022 like normal, starts mid 2024.(waiting 700+ days for start). Must be a bug, right?

Can u do lower divisions in Finland?
The problem is related to the fact that you cannot create more than 3 sub-teams per team in the "reserve teams" section.
You can get around this by creating B/C teams as one if it were a regular team and affiliating them as B/C team.
To give a concrete example:
In the first error you get, the problem is related to the Alverca SAD team, the editor is trying to create 5 sub-teams (only 3 maximum being possible) so what you can do is create a new club (in this case you will have to create two, one for B and one for C) and add it to the corresponding league, then delete the B team from the "reserve teams" section and also from the league because it will assume an empty team.
Again another similar error appears and you will have to do the same with the Leixões team.
After this, unfortunately new promotion/relegation errors appear that I have not been able to unravel yet.
