We won't be having any official announcements regarding FM 2013 until late August. This is common procedure from Sports Interactive and goes like that every season. However we do know FM13 is under development as we speak and the developers are always keen on checking out interesting suggestions they could integrate to the game.
I intend to keep this article updated with fresh ideas as they come up, so make sure to post your suggestions in the comments below, in our forums or on our FM2013 facebook page.
At the end of this article you will also find a fake FM 2013 box art I designed on April 12th.
FM 2012 currently needs improvement in various areas. I'll just go ahead and name them real quick:

Training
We should be able to see how our players have been doing with a measure of attitude. So, on the Team Selection screen, I'd like a little visual indicator of how players have done in training over the past week; just a little green plus/red minus, or nothing if there's no real notable effort.

Change the board hiring AI because it’s currently poaching from within your league most of the time instead of going for some "world class" coaches who are unemployed.

I'd like to see more interest when you offer players on loan. I offer some talented youngsters, easily capable of starting for plenty of lower league teams, and offer to pay 100% of their wages, yet still get either no bites or only 2-3 teams with plans to use them as cover only.

Give an option to offer groups of players on loan with your specifics - wage %, recall option, etc - to avoid repetition.

Add favourite and disliked attributes for managers and apply that in AI transfers. And likewise add favoured preferred moves. For example Guardiola likes small, intelligent, quick, technical players but also players that like to play one-twos, and will be likely to try to teach that preferred move to his players.

Offer players to clubs with wage percentage.

Dramatically increase variation between AI bids for players. Player is worth different amount of money to different teams in relation to their specific needs, ambitions, available resources, intelligence, willingness to risk, marketing opportunities... Also AI doesn't seem calculate the expanse of the whole transfer (transfer fee + player wages & bonuses + agent fees) when deciding whether to bid for certain transfer target or not.

Contracts
Added clauses when buying a player, like extra fees to pay the selling club if the player keeps your side up (sort of like the promotion bonus), or the ability to loan a player back (I know you can set 'end of season' but it's not the same thing!

Have one screen where you can negotiate with all players/coaches/scouts that fall within a specified date range - e.g. contracts expiring within 1 year, 6 months, etc. It’s a HUGE pain to negotiate tons of contracts one by one.

Match Engine
The dugouts are stretching across 2/3rds of the pitch and 5 or 7 subs sitting a mile apart from each other. They should be smaller and the subs closer together; likewise have the physio sitting in there for when he's needed, and when a player is stretchered off, have him actually get stretchered off (by the shortest possible route!!). Its a bit of a farce when a player gets a broken leg and walks off ahead of the physio.
Also the ball goes through the stand when it's cleared; it should bounce around or something within the stadium, to make it feel more 'solid' and realistic.

Make changes in pressing dynamics and implement various types of pressing (such as classic hunting pack, one on one pressing (or mirror formation), space flooding, single pivot pressing, brick/variable pivot hybrids...). Improve/introduce dynamic repositioning of players according to ball position. This is necessary to enhance effectiveness of pressing.

Scouting
I'd love to see FM go back to the previous method of scouting. The current system and the whole "one day report" really irks me. I've found it better to send scouts out to any country other than ones they have "full" knowledge of.

Scouting is definitely overpowered at the moment in my opinion. We get to see player attributes way too fast and they are always 100% accurate regardless of scout used. Not even the best scouts should be able to give such an accurate picture of players ability and certainly not on such a short notice. This should be much more hit and miss, even for best scouts out there. Also please implement option to completely hide players attributes.

When setting scout assignments, can we have "Continent" options, so I can just set a scout to Asia or Africa, as opposed to having to set them to portions of the continent? Or, can we set a time scale ourselves, and stack up assignments?

Give an option to automatically follow up regional scouting reports with a specific scout. I send random scouts out to areas but I want my best PA scout to verify how good/bad a player truly is.

I’d love to see Maps implemented into FM.
In the build up screen before the match it would be really cool to see the location of the two teams, especially in Europe. It gives you the distance when playing in Europe but would love there to be a map with each team 'Pinned' where they are in the world. I like to know where I'm playing and when managing abroad I haven't really got a clue when playing obscure teams in Eastern Europe.

Interactions
You should have a job interview so you could usurp slightly more prestigious candidates by answering questions about your ambition for the club, the ways in which you intend to carry out your job, your ruthlessness in removing dead wood or loyalty to players etc. One board may require you to keep certain players on the wage bill far beyond their sell by date or another may want you to play an attacking brand of football whether you are successful on the scoresheet or not. Have the option to bring your staff from the team you’ll be leaving.

There could be a board meeting every 6 months or so where you are asked to make yourself accountable for the performance of the team and other issues whilst maybe getting the chance to ask questions of your own.

So far, all we have is "Feels the two of you could become good friends". How about we become good friends and I can call on you when I want to sign a player that has worked under you and I can ask you what his character is like before signing him? And then can you introduce me to an agent friend of yours so I can offload a "duffer" or sign my next striker? Or even ask you tips on how you beat a certain opponent, etc.

In FM handheld, when you tell a player that they have to wait for their turn in the first team, the fans give their opinion, as do the board. this should be brought into the PC version.

When I have a news item about disciplining a player due to them being sent off in the last game, it'd be easier for there to be a box at the bottom of that news ietm telling me if and when they were last disciplined and what for, and how many cards they have received this season.

Improve the modeling of sponsorships. As it stands the rate of increase can be extremely slow. You can the biggest club in the world yet rake in a pathetic level of sponsorship money.

Administration & being in debt needs to be a much bigger deal than it currently is. Wage slashing, selling players cheaply, a real risk of panic. It's a huge deal in real life, but in FM it doesn't mean too much.

More features in the editor that will allow us to tailor the games "difficulty" i.e. things like the impact of morale, fitness, newgen quality, AI transfer aggressiveness. Basically anything that allows the user to tweak some of the inner workings so they can make their databases as hard or as easy as allowable.

Tactics
Trends in tactics. If a team proves to be very successful with a certain tactic for seasons, then that tactic should become more popular and more AI managers should try to play similar. And it would be even more interesting if AI managers could copy your extremely successful tactics and eventually use your own tactics against you.

Add or Remove certain features you don’t want or set the ratio of what you do want within the game. E.g. Have press conferences set to 1 a month. Agents? Don’t like these, remove the feature. Maybe have options named so if people choose 'complete' then it'll be the complete game, other options would remove certain features based on their name.

I'd also like dynamic rivalries. As clubs evolve, change leagues, play in international competitions, etc, rivalries can grow or diminish.

How about travel having an affect on fatigue so that draws for competitions can actually have some sort of relevance e.g. players are more fatigued on the weekend after a journey to Russia in the week than they would be if the game was in France.

Yearly list of the worlds biggest talents not based on Potential ability, that would be spoilerific, but based on a mix of reputation, ability and age. It would be really great if this list would be saved like other awards, so you can see who makes it and not.

I think it would make it a lot more realistic and you would be much more involved in the team.
Also every time you have to make new sponsor aggreements, you should be a part of finding the best sponsor and at the shirt sponsor, get the change to choose the brand and the colours of the shirt, and the press 'send sugest to board' and they agree or decline the shirt, it should mostly be the colour of the 3rd shirt. In that way you could make a feature to follow the sale of merchandise and the new shirts.
buying cars, houses, having relationships, kids
At the moment the wages you get dont go to anything, and i like to see this
- also improve further stats if possible for Messi & Ronaldo... They are monsters in reality!
1) Say its the Champions League Final and Messi gets injured for Barcelona- there would be lots of talking about how they would not win it and so on...
2) If a team adapts a certain style of play which works or dosent like Swansea's passing style, there could be a little article about it praising it or something along those lines
3) The media does not make a big deal when a team wins a league or gets relegated. It would just say X got relegated. Elaborate on it, say why they probably got relegated- the managers reaction, the fans, the chairmans, pundits etc.
So basically a lot more depth in the media.
For example;
1st year: 3.5 m pound + 20k per game
2nd year: 3.2 m pound + 22k per game
3rd year: 3.1 m pound + 23k per game
This would be more realistic.
For a retiring player who has been a servant to the club you can set up a testimonial against a related club and choose players who have played for that club (that are still active in the game) to play against yours. You would of course manage your club.
That would be really fun.
Regional Leagues
1) Make it possible to choose which league or leagues should be promoted or relegated to. That way having some sort of control over the organisation tree. Say there is 5 tiers in the West Sussex league system and 10 in the East Sussex league system made up completely different from each other. In game you'd still have to select the number of tiers you want eligible to play but the tree would be much more clear cut and wouldn't create the hassle of regional splits other than where the regional goes national (or regional goes subregional, citywide etc.)
2) Make it possible to bind a competition to a certain region. E.g. making the region be West Sussex so that only teams from that county would be able to play there.
3) Have an option called "Force number of regional teams", which will make the league consist of the number of teams you have selected, but change the number of relegations and promotions from the lower tier. The problem is if you have regional division consisting of 10 teams and let's say 2 teams get promoted from one regional division and 0 from the other (through playoff), and the two relegated teams from the tier above is from the regional division where no teams have promoted. That will make the first regional division to have 8 teams (2 promoted no relegated from above) whereas the other would have 12 teams (no promotions but 2 relegated from above). This button would then make sure that the amount of teams relegated from the latter division was 2 plus the "standard" relegated teams, whereas the first one would have two more promoted from the division below. That way you could have a dynamic crossover from regional to national.
4) Have a way of mass editing teams' regions, regional competitions and so on.
5) Insert a "scope of competion" dropbox with the values "Contintal, National, Regional". In that way the editor knows that this competition is a either e.g. a European, English or Sussaxon (the latter demonyms required some looking up)
Amateur Rules
With me loving to create lower league tiers I've encountered several problems with playing with amateur teams. I can't seem to hold on to my best players for even half a season. There should be an option when creating nation rules where you could set the different rules of amateurs (and professionals).
In Denmark there's a limit to the amount of clubs an amateur can play for each year, they also have a suspension period equal to the amount of games they've played for their current team the past year. I would therefore like to see several options incorporated
A function which enables the editor to set the nation rules for amateur suspension with the values:
- None
- Set amount of days/games (e.g. 2 or 3 games)
- Variable amount on account of days in club (e.g. 1 game suspension for each month in the club)
- Variable amount on account of games for club, with an option of limiting this to amount of days (e.g. 1 game suspension for each played game the past 180 days or for every 2 games the past 180 days)
Have an option that states amateur transfer windows, so that you can select whether amateurs follow the standard transfer window or can change clubs at any given time.
This should also be incorporated in the game that the players would be more unwilling to sign a new contract (amateur or other) with a new team if he is likely to receive a ban.
So for example if Steven Gerrard's name on a Liverpool shirt has sold 1,000,000 and
Suarez only sells 200k shirts, you get to increase Stevens, reduce suarez's and that way increase more money.
Id like to see player award ceremonies. Nothing exciting, you get to see two people standing on a stage announcing the awards for best player of the year etc.
Id like to see when a manager gets the sack he gets compo. Upon being sacked, with the compo and his weekly wage, he gets the option of setting up his own football club from the beginning.
A suggestion where the board buys a football team from another country, so you can permanantly buy players there, send players for loans, get the other team, such as a brazilian team to buy certain kids and train them up. - I realise you can have Merge with a team and pay them monthly, but by buying a foreign team, you should be able to change the team name, and therefore expanding the brand, such as 'Liverpool Fc of New york'.
I think you should be forced by the board to buy a any player from a certain nationality to increase club revenue. Such as having to buy a chinese player, to increase the brand in asia.
Other teams, especially lower league teams, should be allowed to buy your scout reports for certain players.
Should you have a successful few seasons, the board be able to name one of the stands or parking lot after you.
Encourage players to promote the brand, with things such as bringing out a song, with profits going towards the club, staring on tv, film etc.
Have proper news articles about the football club/player such as ' Unknown player alleged to have had affair with singer'
Deciding what food your club sells for and how much.
Linking up with another game such as
A) Fifa, so you can play as a player manager. I know fifa have done something like this in the past.
C)farmville type sim - You get to design the stadium area, such as where hotel should go, training, carpark etc. This could be a free online flash game that saves the data to your game.
2) Alternatively,players, especially South Americans recently, have more and more sought to return home at the end of their careers, often to their first club - I'd like to see this happen more often also.
3) I've encountered too many instances of players retiring too early: I've had two of my players in completely different games, neither unhappy or with injury worries, retire at 31 and 32 even though both were playing regularly for me.
4) I'd like to see an option for a 'marquee signing' with the board at the start of the transfer window - this could open up the possibility of specific funds to sign one player, or to set the tone for future signings, with other potential signings opting to choose your club "because of the positive direction the club is showing after the marquee signing of X". This is similar to asking the board to sign a specific player for you as exists in FM 12, but I don't feel that feature has been honed fully yet.
5) I appreciate the decision to pretty much stop players randomly lashing out and getting sent off in FM, but the Bartons and Gattusos of this world shows us that this is still a prevalent factor in the game...
6) The warning and fining system has to be made more comprehensible: when does a player acknowledge the warnings have to stop and the fining to start? At the end of the season, do his warnings/finings concretely hang over from the previous season or not?
Regards
How about players interviewed after matches. We as the managers are, so why not the players? You could then see their immediate reactions.
Taking another cue from the old LMA games. In those you could take different photos for victories and defeats. Is this possible to put in and make it work on low powered machines? It could also be optional.
Improving a clubs reputation and standing so that the board can decide to bring in a third kit, thus giving another way to increase the finances.
Being able to award loyal players benefit matches.
Coaches wanting to stay with a particular manager.
A GB Olympic team available at every Olympics. Ultimately, this is a game, it doesn't have to mirror FIFA every time (no offence to anyone).
More available answers to questions in interviews. Sometimes 5 is a little limited. Also, you can choose to be aggressive, assertive, calm etc when talking to players. Why not in interviews?
Being able to chose certain personality traits when creating a new manager. You can chose to be the type of manager who walks out of press conferences and argues with referees, or be more reserved. And being having some choice over your managers appearance. Again this doesn't have to be a photo, but not all mangers dress the same. When setting up your game you can chose your manager to dress in a suit, wear a tracksuit, be more reserved, more aggressive. This all could have interesting impacts on your game. And again, these things can evolve and change over time.
Be able to attend radio and TV interviews and get the same choice of answers as you can in a press conference.
Your club supporting charity causes, for example hosting a charity match, donating wages to a specific cause or something like that.
Job interviews. This would be interesting.
Have challenges or mini-games available. Like managing a club through an injury hit period, or turning a clubs season around.
Not getting sacked every time you get relegated.
Staff happiness. Players say about how happy or unhappy they are at a club or under a manager, why not get the odd comment from a coach?
Manager relationships; So one manager has a low opinion of you, another manager has a high opinion of you, another manager admires you. What's the point? I haven't seen these have much effect on a career in any of the FM games. This sort of thing should have an effect, be it pitch side arguments, a manager not wanting to sell a player to you because of their opinion of you, getting a player on a better deal because of the good relationship with their mananger, managers offering you help in an injury crisis (like when Chelsea lost both GK's in 1 match a few years ago, they were offered help from a couple of clubs), or getting encouragement when on a bad run of form.
Being able to make your way up from academy manager or assistant manager.
More ladies in the game, for example Hope Powell and Sian Massey.
When a kit sponsor contract runs out, and you get in a new kit sponsor, how about options available to change the kit styles and colours if you want. You see this all the time in real life. There was outrage from Liverpool fans after the Hillsborough Tribute logo was moved from the front to the back of the shirts this year, lets see this sort of thing in the FM games. Would have an interesting impact on club finances.
More leagues around the world and being able to manager more nations. I've often wondered why you can manage a club in the USA, where football is not the most popular sport, but not in parts of South America where is it the most popular sport.
1. During negotiations of player contracts, id love to see players say " I'm willing to sign if you hore my friend 'Joe Bloggs' to help me settle in.
2. Coaches/staff and players doing school scouting such as " I was at my sons school game last night and saw a lad you should check out for our youth team, I think he has potential."
3. Split screen - When filling out a players contract, I love to read the scout notes, or just make sure he is the right player, therefore, id love to be able to split my screen in two, so that I can do two things at once.
4. Local Scouting - Scouting local schools, colleges, area teams for youth players.
5. Relative alerts - By this I mean, One of your tram historic legend's son has decided he wants to play football, you should get a message alerting you of this, so you can look at him and scout him. Same goes for current squads brothers, cousins etc. Lets look at the Ferdinands for example, a fair few of them have played.
6. Players come to you in regards to issues " Im going through a divorce right now and not at a mentality to play boss, can I have a few weeks off" and others such as " Joe has a courtcase next week and therefore needs a few days off".
7. You should be able to monitor your players 'Twitter' accounts and punish them for certain things.
8. Players asking for favours such as " A sponsor is watching tonights game and looking to sponsor me xxxxx amount. Could you make sure the ball is passed to me alot and in return, I will.....
A. Reduce my wages
B. Encourage a player to join our team
C. Sign a new Contract
D. help with Charity, raising football teams profile
Lets build stores around the world to sell our merchendise, and youth academys to get young players from around the world. And of course training camps.
When wanting to buy a player, lets talk to them about plans, and ambitions, before they reject to take a contract offer. Lets have more bonusses to offer??

6- every time i play and need a late goal i'll get to the 80th minute and then never get any chances, especially in extra time! very rarely score late in the match
7- be able to see how players perform in training
