need scout help since patch 3

I just loaded a new game up with spurs on patch 3 and noticed that they have given no money to spend so i really need some scout help . the genie and mini scout dont work anymore , is there any out that work with patch 3

Is there any possibility to export 9.3.0 database as csv? Because FM Genie Scout doesn't work and I need the database as csv with special layout.
