If you negociate a bit and add a few clauses you can easily turn those prices down. The counter-offers of the clubs are not what they really want for the player, unless the clubs don't want to sell the player and ask (like in real life, e.g.: cr7/bale/mangala/etc.) for unreasonable amounts. What you have to do in this situation is put pressure on the club by saying to the press you want to buy the player and make offers you know the club will refuse. If the player you're looking to buy wants to go to your club, this will have the effect of enfuriating him and make him not sign any contract with the club. At this point, you can either wait for his contract to end (and get him for free) or buy him at a very low price in comparison to his value. This tends to work even better with players with high controversy/ambition notes and low loyalty.
