I should probably be making a new 'official' announcement that Genie Scout 11 will not be released and get over with it. And if Eugene decides to email me about it, I'd just release it out of the blue without prior notice or any expectations; this should perhaps put all pressure off him.
I find it disappointing the fact it hasn't come out yet, but he does it out of the kindness of his own heart and for the love of the program and football manager. As has been mentioned before he doesn't make that much money from the utility so I don't think he would oppose to releasing the code for others to carry on this great program.
