In Germany I could recommend Jan Kirchhoff (Mainz, will move in summer to FC Bayern) and Matthias Ginter (Freiburg)
CB: Hummels, Toloi
DR: Romario
DL: Sandro
That should give you a solid defensive base for years to come. Hummels in particular is a stud right away. Romario and Sandro are very fast/athletic Brazilian fullbacks. You might need to appeal the work permits but generally they are accepted after appeal. Well worth the patience to bring them in!
