When you set a player a new position can you change the perentage of his workload to that position?

It doesnt work that way.
For an example:
You have an Attacking Midfielder(central), But you see he is a bit versatile and he has attributes like pace crossing etc.
Then u set him into that new position and he will do well in that "accomplished" position. He might not even accomplish that position, but he might still play good in that position because of his stats are good enough for that position. and versatile players do well in other positions.

Christian Maggio has great pace, good aerial ability, great finisher, excellent physical attributes..
so I instruct him to learn AMR position eventhough he can't play in that position, after 1.5 years finally he got his AMR position accomplished and it works!
for amr you only need technique, crossing, pace and acceleration.you dont need heading or finishing ability.its useless to use him as a amr if he does not have at least 14-15 or more at crossing

his crossing is not bad actually 15 - 16
he's not a good dribbler at all(10), but he's always beat players on the right flank, goes to byline and crosses the ball into the box..wonder why it happens...(his dribbling stat is just 10 guys!):con
in my napoli team, maggio always on the scoresheet at least one goal in every 4 games..
not a bad stat for former wing back..:p:p
