How to add qwert2's leagues to Football Manager 2019
- Extract the downloaded .rar file using 7-zip for Windows or The Unarchiver for Mac OS X.
- Move the extracted .fmf leagues you want to the following location:
Documents / Sports Interactive / Football Manager 2019 / editor data
Create the "editor data" folder if it doesn't exist. - Open FM 2019 and start a new save-game with your selected databases of choice.

The first division is now called "Liga 1" and has now 18 teams and the second division is now called "Liga 2" and there's a new cup named "Torneo Bicentenario" and the format is this:
2019 Liga 1 (18 teams) and Liga 2 (14 teams): Torneo Apertura (home legs, 17 matches per team), Torneo Clausura (away legs, 17 matches per team ), Final: Champion of Torneo Apertura vs Champion of Torneo Clausura to determine the General Champion. International Spots: Copa Libertadores (Torneo Apertura Champion, Torneo Clausura champion, Next best 2 teams placed on the General Table (Apertura+Clausura) (4 total spots), Copa Sudamericana (Next 3 best teams placed on the General Table not qualified to Libertadores + Champion of Torneo Bicentenario (4 total spots).
Relegation: 2 teams go to Liga 2, 4 teams from Liga 2 go to Liga 1.
2020 Liga 1 (20 teams) and Liga 2 (12 teams): Same as last year with exception of now and onwards only 2 teams get relegated and 2 teams get promoted.
Torneo Bicentenario: 32 teams divided in 8 groups of 4 randomly, all 32 teams from Liga 1 and Liga 2. Same format as World Cup.
That would be it, there's also new Logos for each competition.

It is also impossible to play Mauritania with Mayotte selected (the Mauritanian championship becomes Mayotte championship in game)

It would be very good if they corrected that.
PS: The shield would also be good that fixed it, since it is the one of the FUTVE LEAGUE
