Added Eccellenza with real format, it's possible to get promoted via league, national playoffs or by winning the league cup

This works fine for me loading down to Serie D (as far as I want to go), both on its own, and with Dan's English Lower League database (down to Regional Premier Divisions), which is also available on FMScout. I used 23.04 - the most recent update.
I'll post a update once I've played a season or two, although that may take a while.
Any idea why?
