No borders 21 is compatible with all versions of the FM21
Compatible with all versions of FM 2021.
Using this database you can play in any league in Europe and be able to sign unlimited players of any nationality. No need for work permits and no limits for foreign players.
Playing on other continents, clubs will receive many transfer offers as European clubs will be able to sign players without limits from all over the world.
This doesn't affect any continental competitions nor the nationalities of the players, just adds all countries in the EU.

How to install the Sin Fronteras database on FM21
1) Move the downloaded .fmf file to your editor data folder (create that folder if it doesn't exist):Windows \Documents\Sports Interactive\Football Manager 2021\editor data
Mac Users/YOUR Mac USERNAME/Library/Application Support/Sports Interactive/Football Manager 2021/editor data
3) Start new game in regular career mode (doesn't work with FMT/FMC) and activate the No Borders - Sin Fronteras 21 database (is compatible with other databases).

They are rules of Serbian competitions.
I have never played in Serbia. I don't know the rules of that country.
You should edit the rules of Serbian competitions.
If I know the rules of Italy I suppose they must be similar.
The pre-game editor doesn't work very well, but it would help you to be able to change those rules.
You have to start a new game with No Borders 1.1.
What league or country are you playing in?
In Italy for example they have rules with foreigners and not with community people.

In version 1.0 Serbia is included 07/01/2027.
In version 1.1 Serbia is included from the beginning.
I recommend waiting for a No Brexit database or similar once the pre-game editor works well.
In that case, when you create a game, you will be able to select No borders and no Brexit without compatibility problems.

Playing in a European league, English players are going to be taken as community.
