No WP & Unlimited Foreign U21 Signings & 8 Out Of 12 Subs PL

Hi guys, first time ever uploading anything like this after playing around with the editor for the past few days.

I couldn't find anyone who had removed the max 6 U21 foreign signings so I found a way to do it myself, as well as removing all WP.

Lastly this file should also allow you to have 12 subs as well as being able to use 8.

Nothing I enjoy more than signing a bunch of wonderkids and then being able to bring them all on when winning 3-0.

Database changes

WP rules for new and existing players removed, so no WP needed when buying foreign players as well as now being able to sign unlimited U21 foreign players

12 subs and being able to use 8 for CL/PL/FA cup/Community Shield/Carabao Cup

Please check and trial first before starting your season just to make sure it is 100% working, I have tested the rules and verified for 24.3 but as I said this is the first time using the editor and uploading.
