NOTE: Both teams have had their places in Champions League and the Europa League given to Aberdeen and Kilmarnock. You will not start with European football, you must earn it.
Wigan and Rotherham have moved to the Scottish premiership and will compete for the domestic Scottish cups.
The Details:
-I didn't change anything about the clubs other than what league they play in. They will have the same transfer budget and wage budget they would normally start with.
-Celtic's place in the Champions League goes to Aberdeen
-Hibernian move into Aberdeen's higher ranked Europa League spot
-Kilmarnock gets Rangers place in Europa League and Heart of Midlothian gets Hib's old spot.
Celtic, Rangers, Wigan and Rotherham are all playable and will compete in the correct competitions and will be eligible to qualify for Europe.
Testing:
I simulated a season to Jan 28, 2019 and everything looks fine. Celtic are in 4th place and Rangers are 14th. In Scotland, Wigan is 3rd and Rotherham is 5th. They all played or are playing in their proper competitions.

Were you thinking about making other scenarios like that?
I would love to see:
1 league for Poland and Ukraine.
If not 1 league just move Shakhtar and Dinamo Kiev to Polish Ekstraklasa (replace Miedz Legnica and Zaglebie Sosnowiec).
1 league for Czech Republic and Slovakia
1 league for Switzerland and Austria
