What have ive done ?
----------------------------
-113939 Data changes
-No clubs have been moved to random leagues , they are all in the correct leagues !
-Created 188 missing leagues , there are like even 700 more.
-Created 2065 missing clubs/2th/3th/4th/5th teams with the correct year of foundation - kit colours - correct city
-Created 501 missing cities with the correct longitude - latitude - inhabitants - weather and moved existing cities to the correct province if not added.
-I have edited the comp xml so the maximum of 20 Levels now is possible to 90 levels.
-I have completed all full club names for the club from Lvl1 to Lvl 5.
-I did the same for all Belgian clubs from Lvl 1 to Lvl 7 and Dutchs club from Lvl 1 to LvL 6.

Competitions :
------------------

Unique regional borders have been added to all 207 leagues form lvl 4 to lvl 13. Lvl 1 to 3 are national leagues and don't need borders.
This to have a correct promotion/relegation process as possible.
Still , for the lower levels , the game doesn't seem always to respect the borders while these are correct.

I had to allow 2nd teams to promote to the 2.Bundesliga , coz so many teams have 2nd,3th and even 4th and 5th teams in competition.
Because the game had problems with the restriction that secondary teams could only promote as high as the 3.Liga.

How to unlock German lower leagues in FM 2017 :
----------------------------------------------------------------
Move the downloaded .fmf file to:
\Documents\Sports Interactive\Football Manager 2017\editor data\
Create folder "editor data" if it doesn't exist already.

Run Football Manager 2017 and start new save with this database enabled.
