For those unaware, the potential of a player in FM21 is defined by their PA value, or Potential Ability. It goes from 1-200. A lot of players have a PA Range, for example, Tanguy Nianzou has a range of 150-180, meaning his potential will vary between these values every single game. However, for example, Mason Greenwood has a fixed PA of 172, which means his potential will always be 172 in every new game.
This database makes it so that every player with a PA range, gets a maxed out fixed PA inside their own PA Range. For example:
Youssoufa Moukoko: PA Range: 170-200 - New fixed value: 200(!!!)
Tanguy Nianzou: PA Range: 150-180 - New fixed value: 180
Angel Gomes: PA Range: 130-160 - New fixed value: 160
Junior Brumado: PA Range: 100-130 - New fixed value: 130
And so on, so forth :-)
Also, this is a .fmf file. This means that it goes into your "editor data" folder, which is usually located at "\Documents\Sports Interactive\Football Manager 2021\editor data", or whereever you've chosen to place your user data. But if you've placed in at a non-default location, you probably don't need me to explain this to you. You also must start a new game to select this file and use, it won't work on existing savegames.
