After the Google Stadia announcement, Sports Interactive also announced a deal with Microsoft and their Xbox Game Pass for PC. These announcements are the first parts of a multi-year strategy for SI to embrace new opportunities & try to entertain more people with their work.
Miles Jacobson, SI studio director, considers Xbox Game Pass for PC a "Netflix" for PC games that will allow thousands of people to discover games they might not have otherwise tried, like FM19.
There are certain limitations (e.g. no pre-game editor, no network/online modes, no way to apply license fix) and technical problems (e.g. slow, crashes, unlocking achievements) at this point which resulted in a low average rating on the Windows store, so I'd advise you to wait until these issues are ironed out.
It's worth noting that when the multiplayer version arrives, it will only work against users on the same platform - so Steam users only against Steam users and Game Pass users against Game Pass.
Xbox Game Pass for PC works similarly to Steam in the sense that it installs the games you want and stores your data locally. It requires Windows 10 latest update and the Xbox (beta) app to play PC games. And your computer needs to be powerful enough to handle the games of course.
