As usual the update is save game compatible, so you don't have to start a new save game. However, any fixes related to competitions rules or schedules require you to start a new game.
To update you will need to close down Football Manager 2019 and re-launch for it to update. If this does not work for you or you feel it has not updated you will need to restart Steam.
Even if that doesn't do the trick, then verify the game cache will.
For Mac users
Due to recent changes made by Apple in OSX Mojave, it's recommended for everyone on this Mac operating system to update to the latest available, version 10.14.5. How to do this:- Go to the Apple menu in the top left corner of the screen, and then choose “System Preferences”
- Select the “Software Update” control panel.
- Choose “Update Now” when MacOS 10.14.5 appears in the list of available updates.

There are two databases; 19.1.0 and 19.3.0.
19.3.5 is just a different version of the game itself.
